Your first answer is incorrect. Any records in the court house are public records. Depending on which records you are looking for, you just have to go to the department in the court house and tell the clerk what you are looking for.
Usually you will have to pay a copying fee and do your own copying.
What specific records are you trying to find. A court case will generate several kinds of documentation, not all of it can be grouped under a single category of "court records". Also is this a civil case or criminal? Is it from a completed or ongoing matter? If completed, was there a trial veridct or plea? Was the matter dismissed? You need to be more specific than just on location.
