It means the record is wiped away. As though it had never existed. No criminal record. Though that doesn't mean that he's not a criminal.

It is much harder for a private citizen to check than the police, but there are some options if you absolutely want the information.

You could hire a PI company to conduct a "public records search". Any court proceeding is a matter of public record and each courthouse will have a listing of all matters brought before them, which can be reviewed and accessed by private citizens (and the dockets examined for a fee). It’s a laborious process, and it means you have to search all the courthouses individually for each region that the person lived/worked/committed crimes in.

This could be expensive, and the information would not automatically be allowed at any custody hearing.

Alternately you can conduct the research yourself, but it’s a slow process.

There is no way of finding out except for asking him.

Under the Canada Evidence Act, everyone has the right to have their criminal record sealed. Only Peace Officers can access individuals records via the CPIC system (either at the police station or in the squad car).

People can access THEIR criminal record, but it costs $25.00 and it takes 4-6 weeks for the results to come in. You cannot order a background check on anyone else though.
