The only thing on my arrest record is driving under suspension in 1999. Would something as minor as that, keep the me from being considered? I was looking at their qualifications, and that would be the only thing keeping me out.

You read the qualifications, what did it say? If it says that being arrested for that will disqualify you, then guess what?
Then you answered your own question.
It is highly unlikely that alone would keep you from becoming a SC Highway Patrol. It would be perused and they would have concern over the reasons involved. However, if you are related to any of the BUBBAS, that would help alot.
